In all Our display modules which include a CMOS decoder, it is vital for no input ever to be left "floating" even for a fraction of a second. Hence pulldown resistor must be used.
However, where an input is not used, it can be connected straight to + or to earth(depending on function) without resistor.
In TTL a floating input may cause faulty operation but will not result in the decoder being destroyed.

When used in environments affected by interferences, the supply and the logic inputs should be protected by suitable filtering.
